Are these lil' girl's websites legal?

It looks like their websites, and web-pages attempt to make the visitors, and guests comfortable, and relaxed.... Their "webmasters" try to make visitors feel like it's legal, and all is well.... An "artistic" endeavor dedicated to "promoting young models and their photographers."

I believe these websites thrive and continue to exist because they are an Internet "Cash Cow" for various businesses.... Federal, state, and municipal government entities are funded in part by these "legal" enterprises as they pay for licenses, their web-hosting, and therefore "taxes" associated with various "taxable" Internet and business activities....
